They are conscious in their limit as designed by the nature. Have you ever noticed, ants leave their habitat and come out; well before potential earthquakes or heavy rain/flooding. Is that not consciousness?

Yes. Think of a self-driving car, or a computer program that learns how to play Atari games. I would argue that it makes informed decisions, but it is quite certainly not conscious.
