I can see how you would get there, given the data. I think it's nonconstructive to say things like 'we're not actually conscious' and 'completely reactive'. All things are completely reactive if one believes in determinism;That's not exclusive of choice/present consciousness...

What I mean is that we are not conscious of and acting on the present moment, whereas our conscious experience suggests that we are conscious here and now ("in actuality") and deliberative (as opposed to reactive).
