The problem with theories like mirror neurons or IIT is not that they are wrong, but that they are superstitious. Their proposed elements have no way in which they could actually produce the result they pretend to explain.
But I think I get his intuition! If he is sincerely convinced that consciousness offers immediate experience, he can see that constructionist, reductionist models cannot deliver that. Hence the phenomenon must be explained *before* we take material interaction apart in space.

I don't see how it could possibly work at all. I think he is flailing, and perhaps he is not aware that an anti functionalist theory cannot be built in constructionist terms. But that does not mean that I cannot respect what he is trying to achieve.
