The problem with theories like mirror neurons or IIT is not that they are wrong, but that they are superstitious. Their proposed elements have no way in which they could actually produce the result they pretend to explain.
It is as if the discussion of emissions of automobiles would latch on to the shape of car engines, because people can imagine such shapes and it seems intuitively plausible that they might be the culprit, but the actual relationship is only incidental.

So... are you looking for "a culprit" of consciousness? Or are you saying that you see others who you think have decided that they have found one?

"Mirror neurons" are a type of neurons that can magically mirror other's intentional states and can apparently be used to explain empathy (Psychology Today) or action recognition (Scientific American). IIT simply tries to sow enough confusion to make people accept panpsychism :)
