if there's another proposed mode of action here, "wiggling" has been suggested, can we isolate it in some model system and characterize it before rushing to assume carcinogen status? there seems to be no causation or correlation, but decades of negative or inconclusive results

No, it seems pretty clear that people working next to a big radio antenna or radar dish get cancer, and the most frequent cellphone users too. The question is which rates we think are acceptably close to the noise threshold.
