An observer is the result of the sequence of events it has observed.
A black hole can still be an observer, no? And the observing process can be recurrent, but it cannot be fully periodic, because it needs to be able to store memories, i.e. undergo state change dependent on observations.

time definitely needs to pass to observe a sequence, so probably "no" on the black hole. the internal state of the observer would have to change in same way for me to agree that it was "observing" the incoming sequence

Time does pass in a black hole. When you pass the event horizon you would not notice anything special. You can still see the rest of the universe, you just cannot return (at least not before the black hole evaporates you).
