Panpsychism practically comes down to the idea that consciousness is computed outside of this universe, possibly by a metacomputational operator that makes it impossible to even think about it with our computational minds.

Flatland for our modern times. I agree with you; problem is, it seems to me to kick the problem down the road, leading to sort of a god-of-the-gaps mindset that can never be resolved.
