There are many ways in which systems of governance change actual incentives, and religious institutions use many of them. But the thing that sets religions and ideologies apart is that they change people's mental models of how the world works, and how it should be.

Hmm, I am not sure that’s key. I think religions, like other ideologies, have a lot of metaphysical cover stories. But rely heavily on norm enforcement (that tends to benefit the in group) and heavily incentivizes internalization/penalizes considering selfish benefits.

That is, it’s not obvious to me that the overarching metaphysical worldview is either unique to religion (our enlightenment views come to mind, as does nazism & communism).
