Universal intelligence is the set of computable functions that can approximate any function that can be computed with bounded resources. (This is not AIXI. AIXI is an uncomputable reward maximizer, a thought experiment to establish bounds on modeling absent constraints.)

Derived from Church-Turing! Ofc, as the neuro-chemical machine churns out interpretations as output, human body must be equivalent to a Turing machine(or variant)! But interpretation has been like black hole in astronomy. We know it's out there, but no one has _seen_ it yet.

Every cell contains a Turing Machine, but it is slow and does not implement an efficient general learning algorithm. The brain is essentially a probabilistic computer. Turing completeness is easy, the difficulty is to get the machine to run the right program.
