By the way, even Alan Turing devoted a section of his 1950 Turing test paper to whether full AI should be telepathic, because he thought we probably are.

Define "telepathy" first. Then I can answer. I mean, we have EEG's and MRI machines that can literally read minds without being inside them. Biological sensory organs could be similarly effective, I imagine, given enough time and a good reason for evolving such a thing.
-
I mean the real-time transmission of identifiable mental representations between specific people without technology, sight, sound, smell or tactile and proprioceptive perception, over substantial distances.

Imagine that telepathy requires pairs of people that already share important characteristics, for instance they are close relatives or long acquainted lovers, and you cannot transmit detailed messages but at best the gist of an experience?

According to the usual accounts of people that make claims about telepathy, it works over very large geographic distances (e.g. you suddenly know that your son was just lethally wounded in a war on a different continent).

There are probably no latent abilities that get activated, these are all new abilities that get trained due to increased plasticity. But once you entrain your brain with localized psychosis, your epistemology jumps the shark.

Consciousness is not individual: personal identity is additional functionality, which you can learn to turn off without losing consciousness. But each brain generates their own version.

Yes, but Leary unfortunately also did a lot of psychedelics. He went for elation and destroyed his rationality so much that he could often not discern genuine insight from ecstatic fantasy. Sadly, his irresponsibility made him even the main culprit for the ban of psychedelics.
