It totally depends on how one thinks people can live with and deal with unmet expectations ;-)
Is it not more likely that people make decisions with outcomes we dislike do so because they competently understand and maximize their actual incentives? (Which are usually and unsurprisingly poorly aligned with making the decisions we would prefer.)

Yes, exactly. I would even argue that they usually haven‘t really thought through their incentives and just stopped at some intermediary for them positive effect without accounting for the long tal
