I think we can show that all constructive models are computational, so if there is a reality generating operator outside of computation, it won't be constructive and we cannot make a theory about it. But I also think we cannot make any observation that would imply such operators.

Gödel discovered a property of specification languages, not of computable implementations. A computational system is always just in a state and goes to another one, according to its transition function. It is never paradoxical or undecided what the state should be.

Most specifications cannot be implemented and thus computed (such as a program that solves the halting problem). Everything that exists must be implemented.
