One way of modeling could assume that the brain probabilistically comes up with all kinds of beliefs and then fixes them to make them useful for maximizing reward. Strict epistemology is not universally discovered and only selectively applied.

Basically, the control knowledge that allows us to regulate our beliefs to make them consistent, predictive, relevant, socially appropriate, rational etc. are metabeliefs, which are acquired and adjusted to maximize reward, too.
