What does “mechanical” mean? Isn’t it defined in terms of “laws of the universe”?

According to my current best understanding it means that it can be implemented on a Turing machine.

The difference between simulation and non-simulation is just that the former has been set up intentionally. It is possible, but does not seem necessary. Do you see any evidence for that?

If the universe is NOT fully mechanical (for instance, you can chant "time set day" and the sun goes up, or research changes the laws of physics, or the stars form letters in the sky), we must assume an intentional creator. A mechanical universe makes random emergence possible.
