The minimal explanation for what is going on still requires that something must hold the state of the universe and execute its transition function. This prime mover, the basic Turing machine ticking away in the void is a debt that freaks me out.
If you are thinking of nonlocality and the nature of entanglement: that might perhaps best be understood as multiple locations sharing a property, ie some of the bits that characterize the state of a location are literally the same bits of some of the state of another.

Imagine a potential rule-set, the potential 'exists' without need of 'manifestation'. In turn, every potential expression simply is true/valid or false/inconsistent by those rules. Then, all rule-sets and their expressions. No literal transitions, just apparent from within.

I don't see how a potential would exist. There is only what is. "What could be" is a predictive model of an observer. Models feel "real" to the observer, but they are not.

I would not say 'exact', but better than the average non-physicist. I'm not referring to entanglement. Overlapping identity as you describe, more generally, is close.
