The minimal explanation for what is going on still requires that something must hold the state of the universe and execute its transition function. This prime mover, the basic Turing machine ticking away in the void is a debt that freaks me out.
I only manage to define entropy once I already have a system that holds state, and an (implemented or hypothetical) observer that can track state. Do you see a way to start with entropy?

I think the term "start" doesn't really make sense when you talk about the totality of existence, which may encompass an infinite number of universes, a cyclical or self-similar pattern of this universe, or both.

So I'm not sure what "start with entropy" means. But I don't see a way to define information itself without the concept of changing states in a predictable manner.
