This is highly dependant on the application i guess? Or can you make this statement in general? Some rare applications just don‘t stand a institutional source of trust.

there is practically always a minimal element of required institutional trust, at least in the org that maintains the integrity of communication itself (how do know you can sync your blockchain tomorrow?), so building an institutional token source is only a matter of cost

The design of the blockchain is a perfect mirror of anarcho libertarianism, it is really quite beautiful! You trust that The Man will let you use their infrastructure, but you cannot trust any of the The Man's institutions, and Silk Road is where you are going to buy groceries.
