They also write "some terrestrial bacteria also survived..." etc., which suggests that they mean that the bacteria "from outer space" are not terrestrial?

The only criterion named for distinguishing terrestrial from extraterrestrial bacteria is "was present at launch". I can think of half a dozen ways for bacteria to get there after the launch off the top of my hat. Assuming bacteria found in LEO are ET is just a huge stretch.
