No, they do claim that they are of extraterrestial origin (as compared to the terrerestial bacteria they found there as well).

They wrote "bacteria that were absent during the launch of the ISS module. That is, they have come from outer space". That seems like a stretch of interplanetary size to me.

They also write "some terrestrial bacteria also survived..." etc., which suggests that they mean that the bacteria "from outer space" are not terrestrial?
