What if minds are not built around learning, but around meta learning (i.e. functional structures that figure out how to learn different types of domains efficiently), and evolution of minds is the (slow) search for efficient meta learning?

I think so. Perhaps there is as "common" algorithm that defines how such sea of hyper columns are reorganized around the knowledge learnt.

Seems pretty obvious. But "knowledge" might trigger the wrong metaphors. We don't learn knowledge items like a database, but we entrain generators to produce solutions as we need them.
