Strengthening is the result of reinforcement signal * repetition. You can learn in one shot if you have high relevance. Traumatic events have a strong learning signal, so they are prone to create a strong binding prior.

I suspect it is implemented by neural state machines, based on regular ping/ack signals between assemblies of cells (possibly at level of columns).
