I thought that was for the web, and it was doing two things — proxy zipping files from web servers that didn’t implement compression, and prefetching files based on what web page you were currently on

Back then, web servers were configured to limit the speed at which they served files to individual users, so they could handle many users at the same time. The download tools created multiple parallel sessions on the same server, so you could saturate your internet connection.
