On January 14th, the WHO stated there was no evidence of human to human transmission, on Jan 21st, that we won't need travel restrictions, repeated Jan 30th. First known case entered US on Jan 14th. China implemented lockdowns on Jan 23rd. 80000 Americans could still be alive.

It's unlikely that there would have been no pandemic at all in the US. So your hidden assumption here is, that the state and federal government would have reacted differently if the spread to the US had happened at a later time. I disagree.

The pandemic in the US could have been prevented by shutting down all travel from China, quarantining travelers and isolating all possible cases, for a few Billion dollars. The CIA must have followed the developments in Wuhan just as much as we did.
