Problem is that individual brains are made up of lots of sub-brains/parts which are often, unknowingly, working on conflicting agendas. (One part is protecting you from the risk of failure by convincing you that you can't start because it won't be perfect)

The cells in the brain happen be all permanently locked into the same dark room where they get to collectively share the rewards that their joint activity brings to the owner of that room. They are highly incentivized to be maximally cooperative.

Laws don’t come from outside of the room. They exist to increase the efficiency of cooperation.
