Definitely smarter than transistors. Problem is, AI can produce transistors much faster (how many orders of magnitude?) than we can produce neurons and especially synapses.

It's not so much the issues that transistors are less capable, but how many you'd need to emulate the necessary functionality, especially since each neuron is an autonomous reinforcement learning agent
