For most adults, a good case can be made to remove all restrictions on buying prescription medicines. The rules are designed to protect a minority of irresponsible people. What would a system look like that grants freedoms and choices based on ability to take responsibility?
What percentage of the adult population could be trusted to make the right decisions (including getting recommendations from a qualified person if they are out of their depth), and which cannot?
