I think it's partially OSHA regulations. You're not allowed to allow your employees to wear a respirator unless they are fit tested for that exact model.

Doubt that it's that. More likely petty embarrassment as it highlights their failure to provide PPE. If true, though, administrator could instead show some spine and take the infinitesimal risk that OSHA would fine on themselves in order to do the right thing.

Maybe. It literally is against the law to allow an employee to wear their own respirator though. OSHA has not waived this rule AFAIK.

Why is an administrator allowed to kill people by enforcing rules that violate basic common sense? The whole point of employing an administrator is to have a well-trained, ethical and smart human in the loop who professionally focuses on making the right decisions?
