I think it's partially OSHA regulations. You're not allowed to allow your employees to wear a respirator unless they are fit tested for that exact model.

Doubt that it's that. More likely petty embarrassment as it highlights their failure to provide PPE. If true, though, administrator could instead show some spine and take the infinitesimal risk that OSHA would fine on themselves in order to do the right thing.

(Source: a medical professional) The particular case told to me was where practitioners are not allowed to use their own masks in certain rooms because the counterfactual are the hospital’s own vetted masks. But in urgency “don’t use A instead of B” became “don’t use A.”

So you can imagine an administrator being told to not let nurses wear their own masks in room X and having a different set of rules for hallways, etc. where a nurse (not assigned a mask) is allowed to be and this all muddies into them telling the nurse to take off their mask.

I can only guess but I suspect it is a tragically ironic, completely backwards and unscientific concept of how to present oneself as being hygienic. Specifically, that demonstrably taking overt measures to be hygienic is perceived as announcing that one is actually filthy.
