The true Turing test requires that the AI is at least as smart as humans, and humans have built the AI, and you ask it about its own nature, and it explains to you how it works. This test is equivalent to confirming the unproven conjecture that humans are generally intelligent.

So far it's easier for human to play dumb (artificial-ish) then for AI to pretend to be human. But as soon as AI is more intelligent than person then TT is meaningless. Also AI will scale exponentialy so before we say "exponential" we will live in Wonderland (or hell).
