No matter how you look at it: our governments must have been informed in early January that COVID-19 would spread in our countries, and our governments failed to act on that knowledge. Large parts of our governments don't actually work and need to be dismantled and rebuilt.
I don't think so. Just imagine to be in the same position as a government official, trying to optimize relationship to donors and support network, and perhaps getting re-elected.

I agree those are all there, donors are the corporatism aspect putting the least value on lost lives. Still states like California are doing exceptional in containing the spread. They not surprisingly took the experts seriously and acted very early.
