If V1 is mostly storing 0th and 1st order texture information, and higher level of the visual cortex organize them into features and geometry, it is not surprising if V1 is relatively large (even though it's small in comparison to the rest of the cortex).

Why do you need that much texture information? That is space that should be used for higher-level objects. Textures are objects. They are invoked in V1 and somatic cortex, for example velvet. You know what it looks like in V1 and feels like in S1.

The intricate sensory details are not important enough to devote that much valuable cortex to.
