I don't think you'll find everyone in the neuroscience community agreeing with that claim. V1 takes up the majority of the visual cortex. It doesn't make sense that that much of your brain is doing color or spatial frequencies. It's doing more than that.

If V1 is mostly storing 0th and 1st order texture information, and higher level of the visual cortex organize them into features and geometry, it is not surprising if V1 is relatively large (even though it's small in comparison to the rest of the cortex).
