I'm seeing a lot of stories of coronavirus lockdowns being enforced by gangs, paramilitaries, etc. in developing countries that take a kind of approving tone - "the bad guys are on the right side!" and like - you know that actually this is a really really bad thing, right?

I think we have to realize that there is a continuum between paramilitary gangs and governments. The continuous existence of a paramilitary gang means that the state is not touching the ground, and the gang is providing administrative control and security in exchange for taxes.
