I don’t think that’s completely true. It was us who played down the outbreak when China urged the international community to not waste time. We observed what happened in Wuhan and did not take it seriously. The WHO is mostly paid and controlled by us, btw.

Indeed we lost a chance to prepare, or even consider doing it. However, what about WHO claiming no human-to-human transmission and urging West not to wear masks? Our mismanagement or “foreign influence”? And what about the 5 million people who left Wuhan, to ex. Italy?

I don't understand the pattern of the WHO consistently making strong claims that err on the side of risk. Perhaps they really believe that "the true enemy is stigma", not disease. Chinese travelers being let into Italy is Italy's fault. For the same reason, I suppose.
