Bad science is like poor journalism: it starts from preferred results and cherrypicks data to support them. Mediocre science narrows down possibilities by applying methods. Good science increases possibilities by inventing new methods and paradigms.
The idea that our methods are monotonously improving may lack empirical support.

The adverb is a matter of taste I guess :) New statistical methods are created, new intstruments are created and imnproved. Who knows, we might even shake free of the journal model of publishing results.
