It misses another factor. Because the product is bulky and takes up so much shelf space, there isn't much if any additional cache of toilet paper at each store. And it takes only a small increase in purchases to empty the shelves. Then the panic buying starts...

The mills in Australia were not running 24hrs a day prior to the great toilet paper crisis. They since have been. So that aspect of the story doesn't hold here.
