The best thing we can do right now is (a) build the decentralized response and (b) try to guide the centralized response in as reasonable a direction as we can. But, later, we'll need to rethink our institutions. You can't fix a judgment issue by giving people more power.

Party politics is divisive - clearly even within same parties. An algo could pick a better leader than the poisonous mix of money, media & mendacity that currently drives our first-past-the-post elections.

The reason that we pick individual leaders is because we don't have an algorithm for identifying and acting on the core values of the decision making of a country or organization. Otherwise we could just spell out the rules and let them be enacted by a committee.
