Risk compensation seems like a legitimate concern. Tell people "masks help" and some will hear "masks make me invulnerable to and incapable of spreading coronavirus".

If I were in the government's shoes I think I would be more of a consequentialist. If fibbing could save a lot of lives, I would be sorely tempted, especially in an acute crisis.

Is there any credibly study that shows that more people die after donning masks because they suddenly feel invulnerable? Acting based on such an unlikely conjecture may cost a lot of lives.
