Sending suspected cases into group quarantine sounds very risky. Aren't such people virtually guaranteed to get the virus if they didn't already have it?

Yes, it is extremely risky for the people quarantined together, but it reduces the risk for everybody else. If your goal is to exterminate the virus, isolating the risk seems to be the right strategy, especially if you notice how it spreads in densely settled areas.
