That's a false dichotomy. Memetic evolution is culture, as are political institutions that regulate culture.

Organisms have evolved defenses against cancer. Much of the the existing level of cancer may be part of adaptive senescence (ie not outcompeting your grandchildren)

For example, Eastern Germany felt that maintaining a just society required constant indoctrination; if indoctrination lapses, people might fall prey to the dangerous lure of capitalism or even fascism. The whole discussion about 'political correctness' is closely related.
