Yes, to be exact, it's a little bit of code that subverts the normal execution and then mostly calls routines in the operating system of the host. But the plague is not the virus. The virus wrestles with cells, the disease with organisms, the plague with a global population.

I am still undecided to which degree the plague has an organization. Intrinsically, it does not do very much (unlike a religion, which has agency), but it changes the behavior of its substrate in very specific ways. It's similar to the virus changing the behavior of the cell.
