It's pretty idiotic. The medical supply chain uses specific suppliers and criteria. N95 respirators from Home Depot don't qualify.

For the purposes of reducing your infection risk on the street, these masks are doing the same thing, even a bit better than a surgical mask. A doctor or nurse will have to deal with highly infectious patients and environments at close range, and needs a properly fitted mask.
