Should we build a real-time database with all citizens and their probable infection status, and synchronize it with phone locations to trace all physical encounters?

Aren't you German? Wasn't there are reason why a "database with all citizens" is illegal? Especially in combination with emergency laws? "He who sacrifices constitutional democracy for health gets none of them"

I am increasingly undecided. The reason why China is opting for surveillance is because it is a low-trust society (you cannot trust enough random strangers). Germany is a relatively high-trust society. The US is a mixed-trust society. The cost of breaking trust is currently high.
