Should we build a real-time database with all citizens and their probable infection status, and synchronize it with phone locations to trace all physical encounters?

Actually, current regulations would allow e.g. the NSA to build such a database from already obtained data without the need for anyone to even install an app on their phones.

This is the absolute worst take. The fact that you think everybody could still even get a cheap "burner" is stunning, let alone data (I know GPS is separate, but still need a way to send the info), not to mention the goldmine this data could be for the wrong kinds of 3rd parties.
