Should we build a real-time database with all citizens and their probable infection status, and synchronize it with phone locations to trace all physical encounters?
It probably does not need to be perfect. It needs to get R0 below 1. Highly frequented public places can get indoor GPS beacons.

Technically possible? Sure. Within a few days for Europe? Nope. Also: This starts to sound a lot like a technical solution for what is, at its core, a social problem.
