I doubt it is technically feasibe. Even if possible, the geolocation imprecision in a metropolis would lead to blooming contact chains that are too large to be useful if movement is not very severely restricted.

A basic android phone with GPS can be sourced for less than $20. You could pass a state of emergency law to make it a felony leaving your home without running the C19 app. General law enforcement cannot have access, to make sure that petty criminals don't risk the felony.
