I don't think its origin was propaganda: https://www.economist.com/briefing/2020/02/29/covid-19-is-now-in-50-countries-and-things-will-get-worse … but I totally see how and why governments would use it to calm down the panic instead of raising awareness about points of unpreparedness.
Isn't the point that the curve should be flattened not so that the peak is below capacity, but that by the time the curve hits capacity, the days elapsed will be at the point that a vaccine is ready?
The point is that small measures to delay the infection has visible positive effects in many ways. Vaccine production and distribution might take more than 5 years. But maybe we find some other hacks on the way to save lives.
