Some leaders of Western countries think that democracies cannot impose lockdowns and containment. (Italy shows that this to be wrong.) But many citizens may decide that we need to end democracy if no action is taken.

Major policy decisions yes, but the most important action occurs at the granular level in sub groups like hospitals, researchers, businesses, counties setting up contingency plans and ultimately individuals. With access to relevant data, groups make their own successful responses

Lockdowns need to be centrally planned and enforced, because they increase the hardship within the locked down area, but decrease mortality around it. Resources need to allocated centrally as well.
