This is a time that will suspend many civil liberties. But it could also be a time that abolishes the current FDA, fully reboots the US healthcare system and reforms public administration.

You wish. In the worst case so many people of the precarity will die that the voices asking for healthcare will fade and unemployment rate will sink. Could this be intended?

No, it's going to affect almost everyone, especially in cities, and most of the dead will be older than 65. A lot of young people will die too, but the mortality itself will have far less effect on unemployment than the economic meltdown.
