Here is what I don't understand: Wuhan was locked down at a few hundred confirmed cases, way too late and expensive, leading to 68K cases and 3K deaths. China learned the lesson and shut down other places much earlier, leading to <1.5K cases and <20 deaths in each. Why do we do?

Personally, I would think so. Even better, move to a smaller place, where you don’t share an entrance and infrastructure with too many others.

He said that they don't help untrained individuals to not get infected, and should not be worn, which is false. A number of outlets repeated this and spun it into articles. (I'm in SF right now, and only Asians seem to wear masks.)

Higher-density cities make it immediately clear that urgent measures are needed. We have not seen a breakout yet inside a city like NYC. Also people in Asia are aware of the inadequacy of resources. In US, there is an imagined abundance of resources.
